Is it OK for a 13 year old to get a tattoo?

I am 13 and I am really into tattoos but my mom won`t let me get any. I bought a lot of tattoo magazines and I am really into full facial tats, they really look cool and I was thinking of getting some behind my moms back like his one………..

But what I want is leaves and trees and my skin all blue, even my eyes. How can I convince my mom that it is OK that everyone gets them?
